War of 1812 Period naval cannon priming horn. American or possibly British

Description:

Horn itself is 8 ¾ inches chord length, with 2 ½ screw-out knob. Both knob and concave base appear to be oak, painted black, which suggest naval use.  Two iron screw-eyes, each with a brass ring, provide suspension.  Spout and lever are of brass, latter with steel spring.  Could be British or American, but as it is totally unmarked, American seems more likely.
